(.): This paper presents an integrated set of interconnected system dynamics models developed for comprehensive management of the road transport system in Saratov Oblast, with a focus on improving road safety. The relevance of the study stems from the need to shift from traditional reactive responses to road traffic accidents that have already occurred to predictive prevention of emergency situations through traffic flow forecasting. The modeling is based on key road transport system safety indicators stipulated by the Road Safety Strategy of the Russian Federation for 20182025, as well as regional statistical data and regulatory documents of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia for Saratov Oblast, including traffic intensity, road network density, accident rates by type of road traffic accident, and socio-economic factors. The proposed system of models enables simulation of road transport situation development scenarios under various control measures and evaluation of their impact on reducing the number of fatalities and injuries. The results obtained demonstrate the possibility of quantitative assessment of the effectiveness of infrastructure and organizational measures prior to their practical implementation. The developed approach can be adapted to enhance the mathematical framework of intelligent transport systems in major cities of the Russian Federation, thereby facilitating the transition to a predictive paradigm in traffic management.
