(.): Based on the combined determination of production capacity, a systems approach to solving the complex task of managing large-scale production, which includes oil refineries, and modern automation tools, an analysis of the operational readiness of integrated automated control systems (IACS) of oil refineries was performed. It is proposed that the identified systemic problems in the construction of IACS for refineries should be resolved primarily at the least automated level operational management. As a pilot project, the creation of an integrated automated operational control system (IAOCS) is proposed, where all business functions of the integrating control loop should be automated. These are the main functions: production planning, accounting, and control, and integration functions: receiving the goal, issuing a control action, and receiving feedback. The article emphasizes a detailed analysis of the application of modern standards and experience in developing an integrated object model, the problem of determining the temporal characteristics of the operational management task, methods for solving the mathematically correctly posed general control problem, and the difficulties of evaluating the effectiveness of integrated management. The development of supporting subsystems of the IAOCS is assumed to be carried out using typical methods, but only after solving the new research problems presented in the conclusion. It is expected that the solution of these problems will allow us to formulate the basic principles for constructing the IAOCS subsystems and to develop a unified approach for any number of levels of the IACS of the oil refinery.
