A notion of organization of the given groups and its cost was introduced. In the case of invariable environment, design of the optimal system comes to determining a minimal-cost organization. Classes of organizations involving the optimal one were established. Complexity of the problem of determining the optimal organization was estimated, and algorithms to solve it were constructed.
